About the work

Why is the work being done?

The department is seeking an approach to make our Digital Strategy more easily accessible to departmental executive and staff, to better show links to the department's business priorities and capabilities, and to enable the monitoring and presentation of progress against the digital strategy.

The department is also seeking the ability to easily and interactively maintain the digital strategy as circumstances and drivers change.

What's the key problem you need to solve?

The Department of Industry, Innovation and Science (DIIS) has developed a Digital Strategy and associated roadmaps to guide the department's digital initiatives and delivery. DIIS is seeking a pilot for an interactive, online tool that can be used to maintain, present and illustrate progress against the digital strategy.

Describe the users and their needs

Around 10 staff will need to maintain the tool/model (beyond pilot). At least 10 further staff will require view access (e.g. executive). Product licencing should cater for both groups of users.

What work has already been done?

The key documents to be used for the pilot (Digital Strategy, End User Services Roadmap and Business Capability Model) are in Beta and in a suitable state to support the pilot activities.

The seller will work with the Enterprise Architecture Team

Any additional relevant information?

We expect that the work to be undertaken for the pilot will include:

- Model the (existing) DIIS Digital Strategy

- Map the Digital Strategy Initiatives to the Department's Strategic Objectives, including themes, experiences and key investments;

- Relate the criteria and metrics to the initiatives to provide an evidence-base for Investment Prioritisation and Lifecycle Management

- Model a subset of the DIIS Business Architecture artefacts relating to capabilities,

value streams and their related digital investments

We expect the key deliverables from the pilot will include:

- An integrated and dynamically updatable Digital Strategy

- A framework to implement and update metrics and measures to track progress of the

Digital Strategy initiatives

- An interactive and dynamically updatable roadmap to visualise and illustrate progress

of the Digital Strategy initiatives

- A presentation of the pilot to the Chief Architect, General Manager Strategy and Engagement and a small number of departmental executives.

Our preference is for delivery of the pilot through a software-as-a-service (cloud hosted) model, followed by a commercial or open-source product. We are not seeking development of a bespoke tool.

Ideally the tool will allow easy import and export of model data (e.g. via CSV file or APIs). Export will support further analysis/presentation using PowerBI.

  • Experience in creation and maintenance of interactive, on-line digital strategy and roadmaps and business models
  • Experience in interactive management and presentation of line-of sight between the models
  • Experience in monitoring and presentation of progress against the strategy and roadmaps
  • Ability to work collaboratively with departmental management staff and enterprise architects to understand the department's needs and work to a productive outcome.
  • Experience and ability to deliver the deliverables as shown in the "Description of work" section of the brief, particular the additional relevant information
Nice-to-have skills and experience
  • Deliver using cloud-hosted SaaS software

1. To what extent will the roadmap relate to enterprise architecture products or other organisational data structures (eg Active Directory, HR business units)? We expect other enterprise architecture products (such as the Digital Strategy or HR business units) to be sufficiently digitised within the same tool to provide context for the roadmap. Simple hyperlinks to existing artefacts may be sufficient depending on the context required. We don't expect integration with other tools. Single-sign on (Active Directory) for access to the tool would be a nice-to-have feature beyond pilot.
2. Do you require bulk import or export? The ability to bulk import and export data from the tool is desirable.
3. Do you require integration with other systems? An option for single-sign on (based on our Active Directory) is desirable for access beyond pilot. No other system integration is required.
4. Do you require customisable display options? The ability to filter the data included in each display is desirable. For example, show only milestones in the next X months, show only initiatives funded by source Y. Other display customisation options may be useful, but not essential.
5. Does the interactive tool have any WCAG 2.0 compliance requirements? WCAG 2.0 AA compliance is desirable but not essential for this tool.
6. Can the delivery of the work happen outside of Canberra? We expect the supplier to spend some time on site in Canberra understanding our requirements. Delivery effort does not need to be in Canberra.
7. Are you able to share a copy or an example of the digital strategy that has been developed? Our strategy includes a number of investment initiatives under key themes. Examples are: Personalisation: Business.gov.au, Business life events / transitions, Virtual Assistant, Individualised on-line experience, Tailored “pro-active” communications Simplified Transactions and joined up services: Single Online Business Registration Services (SOBRS), Australian Business Licensing Information Service (ABLIS next-gen), Grants Hub Unified Identity: Digital Identity Platform, Digital Business Account, Relationship and Authorisation Management Solution (RAMS) Empowered people: Mobility and Remote Access Modernisation, Enabling Systems and Capabilities, Multi-Tenant / Classification End-user Computing Environment, Digital Governance, Culture and Workforce
8. Is there a restriction on the location of the data (if it is a cloud based solution) i.e. will you need an Australian data centre? There is no restriction on the location of the data. The solution will be subject to a threat risk assessment prior to production use. Data access and retention will be a key part of this assessment.
9. Will there be a requirement for future integrations outside of the export capabilities called out (i.e. are you looking for a solution that will grow with your needs)? We don't expect integration with other tools. Single-sign on (Active Directory) for access to the tool would be a nice-to-have feature beyond pilot.
10. Will there be any time allowed for requirements gathering prior to the pilot starting? We expect requirements gathering to be part of the 4 weeks implementation of the pilot. Pilot use may commence at the end of the 4 weeks.
11. Is it possible to review the initial roadmap that has been developed? We can't provide the full roadmap with timelines, but the answer to question 7 gives examples of the major initiatives that appear on the roadmap.
