How much can you spend per day?

Resources are to be quoted on the basis of Hourly and/or Daily rates including GST, and quoted in either half or full dollars.

Fees quoted should be commensurate with the resource being offered and the required skills and experience.

About the work

Who will the specialist work with?

The Agile Practitioner will be working with multi-disciplinary teams across various branches within the Digital Strategy and Operations Division.

What will the specialist do?

The Agile Practitioner role is a change agent and champion of Agile ways of working across the organisation.

Working in collaboration with other Practitioners and Coaches the successful candidate’s primary focus is the capability uplift of teams and individuals, focusing on behaviours, practices and techniques.

Partnering with Delivery Managers and teams, a key outcome is to support the improvement of Agile maturity, knowledge and skills across the organisation.

Key focuses include:

* Agile Delivery leadership across the organisation

* Capability development

* Actively engage with areas to determine areas of improvement and provide tools and support to achieve this.

Where will the work take place?

Industry House. 10 Binara Place Canberra City

What are the working arrangements?

One part-time position.

Two full-time positions.

Candidate should be available on-site. Maximum contract hours is 2000 hrs.

On rare occasions some afterhours work may be required.

Is security clearance required?

Minimum Baseline security clearance required.

IMPORTANT: Where the need for a security clearance has been identified (as above), the Commonwealth requires all Specified Personnel to undergo a security clearance. Specified Personnel must have completed and submitted a security pack to the Australian Government Security Vetting Agency prior to commencement.

Proposed initial Start Date 1 July 2018 for a period of up to 12 months with the possibility of two extension options for a period of 12 months each.

There will be individual work orders raised per specified personnel.

Skills and experience

Buyers will use the essential and nice-to-have skills and experience to help them evaluate sellers’ technical competence.

Essential skills and experience
  • Methodology agnostic, knowledge and experience in Agile and Lean principles and practices, including Scrum and Kanban, with a focus of leveraging the right approach contextually for the problem at hand
  • Demonstrated ability to mentor teams in various aspects of Agile and be an Agile champion
  • Demonstrated ability to work with leadership and stakeholders at all levels
  • Desire and ability to work within a highly collaborative environment
  • Strong communication, presentation, and facilitation skills
  • Engaging personality with the ability to describe new concepts in an easy-to-understand manner
  • Experience in working with teams at different levels of Agile maturity and with different constraints, taking a pragmatic approach to finding what works best.
  • Strong experience implementing, running and teaching Kanban and Scrum
  • Ability to run workshops to assist with user story creation and decomposition, and collaboratively work with experts to prepare and run other types of workshops
  • Effectively communicate with the branch and the broader department on Agile techniques and benefits
  • Able to coordinate with the Product Owner/s, Project Managers and team members (including Business Analysts) to maintain a strong and safe Agile environment for multiple teams.
  • Able to effectively facilitate Agile ceremonies, and teach teams to run these without assistance.
  • Able to work with other Agile Practitioners and Coaches to assist with the improvement of Agile maturity across the organisation.
  • Develop robust strategies and tools for Agile implementation
  • Report regularly to management on achievements and adoption.

7. For part-time role how many hours need to be fulfilled onsite weekly or on a fortnight? We are looking at 2-3 days per week or alternatively 5 days per fortnight.
8. Could you please define market rate and on what base you say that a price is within market rate "The price put forward should be reasonable and in line with current market rates " ? Reasonable and in line with current market rates means the average, reasonable rate for a an Agile Practitioner per hour noting that achieving value for money is the core principle of the Commonwealth Procurement Rules (CPRs) noting we are not in a position to provide prospective suppliers what the “market rate” is for an Agile Practitioner.
