About the work

Why is the work being done?

The Buyer is looking to identify Sellers with the technical capability to convert unstructured textual data, such as those residing in a PDF files, into a structured data source to support ongoing developments in machine learning.

What's the key problem you need to solve?

Identification of entities, relationships and connections available within and across PDF files to support the development of machine learning tools.

Describe the users and their needs

Data analysts and data scientists require structured data to support the development of machine learning algorithms. Useful data has been identified within a large set of PDF files; however it is in an unstructured format. There is a requirement to convert this data into a structured format to facilitate the training of machine learning models.

IP Australia is currently in the discovery phase of exploring capabilities associated with identifying entities, relationships and connections in unstructured data

normally limited to Australian Citizens only. This role has been deemed Entry Only Level (no

Australian Government Security Clearance is required).

Skills and experience

Buyers will use the essential and nice-to-have skills and experience to help them evaluate sellers’ technical competence.

Essential skills and experience
  • Experience in data preparation, cleansing and analysis for the application of machine learning technologies
  • Experience in the use of natural language processing or other techniques to identify entities, relationships and connections within unstructured textual data such as PDF files (demonstrated via case studies).
Nice-to-have skills and experience
The seller should demonstrate their experience in machine learning techniques using one (1) or two (2) additional case studies.

2. Questions What PDF format are the documents in? PDF, PDF/A, etc Do the PDFs require OCR to be run on them to recognise text, or are they already in a text-extractable format? How many PDFs are there? What system are the PDFs stored on? (file system, database, website etc) Is there a set of terms / phrases / entities already identified that the data scientists wish to identify? Thank you for your question, details on the technical aspects of the POC will be provided as a separate request to shortlisted sellers. We are seeking a summary of your capabilities and experiences as an initial response (150 words). Sellers may be contacted to provide detailed case studies or further information relating to the summary submitted.”
3. Do you have a preferred platform? Oracle/SQL Server/ Open Source. Are you Interested in Open Source technologies like scalar and Hadoop. Can we come in and talk about our Hadoop solutions? We are interested in exploring all possible solutions. Please ensure a summary of your capabilities and experiences is submitted as an initial response (150 words). 4. Are there any restrictions in terms of utilisation of offshore resources? Please ensure the offshore resources are mentioned in the summary of your capabilities and experiences where appropriate.
